As we learned [there], Sefardim are accustomed to saying it in all the silent prayers of the fast; therefore, on <em>Tish\u2019a B\u2019Av<\/em>, which begins at night, they say it in <em>Ma\u2019ariv<\/em>, <em>Shacharit<\/em>, and <em>Minchah<\/em>. According to Ashkenazi practice, however, the only silent prayer in which it is said is <em>Minchah<\/em>.<\/p>\n<p>[The Rabbis] instituted that <em>Nacheim<\/em> be added to the blessing of <em>Boneih Yerushalayim<\/em> whenever <em>Anneinu<\/em> is said. The conclusion of the blessing is changed, as well: <em>Menachem Tziyon b\u2019vinyan Yerushalayim<\/em> (Sefardic version) or <em>Menachem Tziyon u\u2019voneih Yerushalayim<\/em> (Ashkenazi and North African version). Indeed, the wording of <em>Nacheim<\/em> contains phrases that, seemingly, do not coincide with current-day Jerusalem, like: \u201c[The city that is\u2026] mournful without her children\u2026desolate without inhabitants. She sits with her head covered, like a barren woman who has not given birth. Legions have devoured her and idolaters have taken possession of her.\u201d However, we do not have the power to change the formulation that our Sages instituted. Besides which, we can &#8211; unfortunately &#8211; apply all this to the Temple Mount. Furthermore, compared to what Jerusalem should be &#8211; the capital of the world, the perfection of beauty, the joy of all the nations &#8211; it is considered destroyed and desolate.<a id=\"ref2_05_10_20\" href=\"#note2_05_10_20\">[20]<\/a><\/p>\n<p>One does not say <em>Tachanun<\/em> on <em>Tish\u2019a B\u2019Av<\/em> or during the <em>Minchah<\/em> prayer on the eve of <em>Tish\u2019a B\u2019Av<\/em>, because <em>Tish\u2019a B\u2019Av<\/em> is called a <em>mo\u2019ed<\/em> (an appointed time), as it says (Eichah 1:15), <em>He has declared a set time against me<\/em> (Sh.A. 559:4). (That is, a mo\u2019ed is a special time; if we are worthy, it will be a holiday; if not, it will be a time of mourning.)<\/p>\n<p>In some communities, the <em>kohanim<\/em> (priests) do not spread their hands [to recite the priestly blessings] during <em>Shacharit<\/em> [of <em>Tish\u2019a B\u2019Av<\/em>], as it says, <em>When you spread your hands, I will hide My eyes from you<\/em> (Yeshayah 1:15). This is similar to [the <em>halachah<\/em>] that a <em>kohen<\/em> who is in mourning does not \u201cspread his hands,\u201d because he is unhappy and [therefore] unable to bless [the congregants] with peace. Most Ashkenazim and some Sefardim follow this custom. The <em>kohanim<\/em> of other communities do \u201cspread their hands\u201d during <em>Shacharit<\/em>, and this is the custom of the Kabbalists in Jerusalem. Each community should continue following its own custom. According to all customs, [the <em>kohanim<\/em>] recite the priestly blessings when praying <em>Minchah<\/em> towards evening (see K.H.C. 559:30, Torat HaMo\u2019adim 10:17, above 7.12).<\/p>\n<p>We customarily pray [on <em>Tish\u2019a B\u2019Av<\/em>] like mourners do &#8211; patiently, in a soft voice, and without cantillation (Rama 559:1).<\/p>\n<div>\n<hr size=\"1\" \/>\n<div><a id=\"note2_05_10_20\" href=\"#ref2_05_10_20\">[20]<\/a>One who forgets to say Nacheim [in its proper place] should say it in the blessing pertaining to the Temple service [Retzeih] (B.H. 557). If one forgets [to insert it there as well], he should say it in Elokai Netzor.
